Peter Burgess COMMENTARY
I have downloaded a copy of Project 2025 ... Mandate for Leadershop - The Conservative Promise ... all 900+ pages!

It will take time to digest everything that is in this report, but an early takeaway is that a big part of the report is quite sane and perfectly reasonable. The first few sections ... less than 100 pages out of 900+ are not! These introductory sections are what the media is going crazy about, and with some reason.

I don't know whether I have the physical and intellectual stamina to do a major edit of thie document to eliminate the Trumpist junk and build on several hundred pages of really very good points about the huge weaknesses in our enormous Federal bureaucracy and the huge 'built-in' inefficiencies that should have been addressed decades ago.

I am British. I have lived in the USA now for more almost 70 years, and still follow to some extent what goes on in the UK. I love the fact that the Brits dissolved Parliament to have a National Election on May 24th this year, had the election on July 4th, some 40 days later. One day after the election, a new Prime Minister moved into #10 Dowing Street, the Prime Minister's residence, This is an elapsed time of around 6 weeks. Meanwhile the United States takes about 20 months to do much the same thing!

During my working career much of which was international, I was exposed to a lot of different political systems. I don't like autocrats and kleptocrats. I am a 'fan' of ordinary people. Far too many 'ordinary people live in places where political leadership is obnoxious and, in my view, this is tolerated much more than it should be in our 'enlightened' modern world!

Four Corners speaks to Paul Dans, the director of Project 2025.

The 900-page 'battle plan’ is not directly aligned with Donald Trump, but has many staff members, including Dans, who previously served under his administration when he was US president.

Dans outlines his vision for a new Trump administration to ensure a Republican president is ready to govern on day one.

Should Trump win in the upcoming November elections, the project has recruited and vetted an ‘army’ of over 10,000 Trump supporters who are willing to serve in a new administration.

Dans says Project 2025 will dismantle the deep state and work to create a system that will facilitate Trump’s agenda.

  • ‘We want people who have been cancelled’

  • 0:00
  • we want people who've been cancelled
  • who've you know figuratively given blood
  • for the movement we just want to say
  • mate we never get to say mate very
  • partial to
  • Australians hi I'm Paul Dan I'm director
  • of the 2025 presidential transition
  • project otherwise known as project 2025
  • I previously served under Donald Trump
  • as his uh chief of staff at the office
  • of personal management in his first term
  • can you explain what project 2025 is

  • What is Project 2025?

  • Project 2025 is a new paradigm in
  • helping a conservative president be
  • ready to govern day one making sure that
  • the right people are ready to go and the
  • right policies are at the fingertips of
  • the next president and that really is if
  • nothing else and a reverse engineering
  • of our friends on the left conservatives
  • typically have been focused on God
  • country and family and we've kind of
  • left government to the side we believe
  • in limited government particularly the
  • Federal government and this is this is

  • 1:02
  • really an attempt by us as a movement to
  • come together and and get ready it's a
  • preparation and just to be clear is it
  • officially aligned with or sanctioned by
  • President Trump or his campaign it's not
  • officially no we are uh we're run by the
  • Heritage Foundation so this is really
  • outside of government we've fashioned a
  • lot of plans that really mirror what
  • president Trump is saying now on the on
  • the campaign Trail so we've uh in a
  • sense made a checklist like a pilot
  • walks into the cockpit and starts
  • flicking buttons my aspiration I think
  • all of ours aspiration is that we can be
  • at the service of the next
  • Administration you know and provide this
  • help to president Trump when he stands
  • up his his team but it's a long way to
  • um temporary the Biden Administration
  • marched in a, people day one our our
  • Administration in 16 had a small trickle
  • of people started

  • 2:00
  • and that's really kind of political
  • malpractice that's at and in essence
  • that's the easy part of this project is
  • making sure people are ready to move but

  • ‘The battle plan’

  • you know more than that is making sure
  • that we have the right people who are
  • going to be steeped you know in the kind
  • of the battle plan but also have that
  • kind of
  • indefatigable response the happy warrior
  • to keep to keep going out there cuz it
  • it's going to be a little rough going at
  • first and have you got people signing up
  • you've got recruits on on the yes very
  • much so we're an open book The our book
  • is online 900 Pages good bedtime reading
  • but it tells you kind of a uh an
  • aspirational goal for how success would
  • look after four years of a conservative
  • presidency with respect to each
  • department in the meantime we have a

  • The recruits

  • database with over 10,000 um people from
  • all walks of life you know entering into
  • this aspiring to serve and then we're
  • training them as well in a in a series

  • 3:01
  • of online lectures and so when you vet
  • them do you look at stuff like their
  • social media as well absolutely you know
  • you you have to realize everything that
  • comes out of your mouth or your actions
  • is ultimately going to reflect on the
  • administration and you know it's it's a
  • it's a window into the soul if you will
  • not everyone had to support president
  • Trump but if you were coming into the
  • fold you have to realize that this is
  • your part of of a movement and good good
  • order within that movement is critical
  • and do they have to show a commitment to
  • president Trump and his his agenda his
  • policies his vision well certainly I
  • think that they should be at least if if
  • not supportive not denigrating to the
  • president it doesn't help our movement
  • to have someone making personal attacks
  • on on the leader have you spoken with
  • President Trump do you have a
  • relationship with him he's obviously
  • aware of your work and what you're doing
  • is he supportive of it well sure in my
  • personal capacity I'm a you know a trump

  • 4:00
  • supporter and have been down in Margo
  • many times but you know we have
  • integration with folks on the campaign
  • but um the reality is yes we we often
  • you know Supply ideas and and ultimately
  • we hope to offer personal suggestions I
  • have great expectations for our work and
  • you know I we have so many valuable
  • colleagues who have come together on a
  • volunteer basis and I and I know
  • president Trump's team will be receptive

  • ‘Conservative warriors’

  • of it now you want to bring what you
  • called Outsiders or conservative

  • Warriors into Washington where are you

  • looking at right well the first thing to
  • recognize is we have a permanent
  • government in Washington but our
  • constitution sets forth three branches
  • of government the the legislature the
  • Executive Branch the president and then
  • the courts um over the last 100 years
  • we've seen the reign of progressive
  • government create a fourth Branch an
  • illicit unconstitutional Branch we
  • sometimes describe as the administrative
  • state

  • 5:00
  • that administrative state is a
  • combination of kind of a permanent class
  • of government workers in Washington
  • combined with media Academia big law big
  • business and so essentially finding the
  • Warriors is going to be someone outside
  • of that blob that permanent government
  • now we have 350 million Americans like I
  • said the conservatives are typically in
  • private Enterprise and they need to be
  • told how to get to Washington they need
  • to be enthused about it who have these
  • people that you'd like to see recruited
  • and be part of the next government if if
  • it's BR sure well we we talk about

  • ‘There is no cavalry coming’

  • conservative Warriors but we want people
  • who have been cancelled who've kind of
  • you know figuratively given blood for
  • the movement these are School Board moms
  • whove changed challenge School boards
  • these are people who've stood up in
  • their companies and said enough with the
  • Dei and the wokeism these are folks
  • who've gone out and created you know
  • Enterprises that really make life better
  • for all of us and have that skill set so

  • 6:01
  • we have a great breath of conservatives
  • across the United States what they don't
  • know is kind of the intricacies of
  • Washington and this is you know the
  • famous uh Uncle Sam pointing at at the
  • at the American public saying um you
  • know Uncle Sam needs you that's
  • essentially what we're doing right now
  • the reality is that there is no Cavalry
  • coming you are the Cavalry and we want
  • people to come to Washington and serve
  • Donald Trump has vowed to dismantle the

  • The deep state

  • Deep state
  • what is the Deep State we grow up as
  • kids here in the states and we're told
  • you know Australia was a penal colony
  • that became a democracy well America
  • started as a democracy and we're kind of
  • on our way to becoming a penal colony
  • and we never thought that it would get
  • to this stage this quickly but it has
  • and so the Deep State when we talk about
  • it is in this amalgam that's grown up
  • through progressive government and the
  • and the notion there is that the people
  • don't know best for them that there is a

  • 7:00
  • class of experts technocrats who can
  • actually um lead the population in the
  • right direction so what we're talking
  • about right now is a is a major
  • constitutional renovation a cleaning of
  • the house and reordering it to its
  • original constitutional architecture so
  • that you know that deep state is this
  • permanent class in
  • Washington and would you say that the
  • Deep State thwarted Donald Trump during
  • his first turn well it's obvious they
  • still continue to thwart him this has
  • been a 10-year reign of terror now
  • what's critical about the president is
  • this is democracy so to to the extent
  • that you're trying to thwart that that
  • election you are undoing democracy and
  • the problem is that there's been no
  • accountability um even when Republicans
  • held both branches of Congress we saw a
  • a real resistance um to Donald Trump as
  • The Outsider and that's really what he
  • presents he's the once in the
  • generational chance to have the American

  • 8:01
  • people have a voice back in their own
  • government one thing that we've read

  • Schedule F

  • about is schedule F what is schedule F
  • and and why is it crucial to the future
  • plans okay well schedule F refers to a
  • part of the US code uh the Civil Service
  • as you know came into place in the turn
  • of the 20th century and that was a
  • reaction to what they call the spoil
  • system where a PO politician would get
  • elected and he put his cronies in place
  • so the idea there was to have a
  • professional Cadre of people who would
  • survive changes in administration now at
  • the time importantly that was 10% of the
  • overall government Workforce was
  • supposed to have these protections they
  • were supposed to be merit-based you know
  • there was a civil service exam and they
  • were supposed to be you know essentially
  • functionary they were not dealing with
  • policy what happened over the last 100
  • years is that percentage has moved to
  • 99.7% are now in this kind of permanent
  • protection when you have permanent

  • 9:02
  • people in place at Key policy roles who
  • cannot be removed by the president
  • because of these protections or not
  • easily removed that's impeding democracy
  • so schedule F is these policymaking
  • determinate positions and it's not so
  • much removing them it's putting them at
  • will that is they are there to take
  • political uh Direction and if they
  • resist that and for no other reason than
  • Maybe being unlawful that they should be
  • be able to be removed what about the
  • argument that I've read about that this
  • could be just stacking you know the
  • civil service with political cronies
  • what do you say to that well I mean you
  • have to understand the ratio here
  • there's there's 2.2 million federal
  • workers the President appoints
  • 4,000 that's if he gets them on the
  • field that's a ratio of 1 to 500 workers
  • the other 499 you haven't hired and
  • haven't fired so it's it's kind of
  • ridiculous but the idea is that you know

  • 10:02
  • the these key positions would be um
  • subject to removal if they if they were
  • not enacting the agenda and and to that
  • to that extent I think it's a it's a
  • core restoration of this constitutional
  • architecture if you want to be in favor
  • of democracy you have to realize that
  • the president needs to be empowered as
  • he or she was intended to under the
  • Constitution part part of the blame is

  • Vetting process

  • actually on conservatives ourselves that
  • we have never systematically prepared to
  • govern that the people who have gotten
  • in these positions have been more for
  • their own self- imalent how do you sort
  • of vet people to find out that you know
  • they are the sort of people that will
  • make a difference from your perspective
  • sure well you know the the um kind of
  • the saying is you know where people
  • stand by where they sit and you you've
  • built the track record up over your life
  • you know we want people look there's no
  • transition without in this case

  • 11:01
  • president Trump winning so that's an
  • easy one you have to be supportive of
  • the party you know and and ultimately
  • the president so but you know at the
  • same time you have to exhibit the skills
  • you know we're not blls in the china
  • shop we don't want the most successful
  • person we want the person who keeps
  • getting knocked down and is

  • ‘Shit-eating grin’

  • indefatigable I mean I actually think of
  • Aussies a lot like that that they're
  • always popping up to the top and they
  • have this kind of eating grin on
  • their face and it's like that is like
  • the kind of happy warrior that we want I
  • think everyday Americans have a
  • compulsion to want to serve we are we
  • are all these beneficiaries of this
  • unpayable debt this this great country
  • re to us and as conservatives we feel
  • obligated to really leave it in better
  • place than we found it so it's going to
  • be a JFK type moment this is a real
  • Renaissance if you will in
  • governance obviously there been a lot of
  • criticism in sort of a certain section

  • 12:01
  • of the media that this is all about
  • people being loyal to the president and
  • not the
  • Constitution how do you Reb that that's
  • kind of a silly narrative you know the
  • the point is that the constitution is
  • what's being um you know avoided in the
  • current system so we are actually in
  • service of democracy I think it this the
  • promise should God pro providing
  • president Trump get elected in November
  • is that the American people are going to
  • see and the world really by extension a
  • Great era of of well-being and peace and
  • prosperity that we saw in his first term
  • and it will be a continuation one thing
  • about President Trump's first term at
  • the beginning there was a little bit of
  • chaos if this all goes to plan will he
  • hit the ground running in the second
  • term with people he needs our hope is
  • yes I do believe though that we we will
  • be at you know ready to help the the
  • official Trump transition team we're
  • over a thousand volunteers working 30

  • Department of Justice

  • 13:01
  • teams like devoting our time to this so
  • I really do think it would be profitable
  • and You' mentioned the Department of
  • Justice what would you like to see
  • President Trump in a second term do
  • about it well you know it's hard to find
  • the the most problematic agencies that's
  • an extremely powerful group that needs
  • needs reform desperately but once those
  • folks are weeded out the the core group
  • are going to be civil servants and want
  • want to um you know help the country
  • forward Donald Trump has suggested he
  • would appoint a special prosecutor to
  • investigate Joe Biden and his family if
  • he wins a second ter you know wouldn't
  • that just be like what Joe Biden's doing
  • to him as you allege well these are
  • uncharted waters really you know the
  • Pandora's Box has been opened I hope it
  • never gets to that what the future holds
  • for Biden it is scarily silent with
  • respect to any scandals in this
  • Administration now they' spent trillions
  • dollars but we haven't seen scarcely a

  • 14:01
  • one person go to jail which in any event
  • when you have that much money flowing
  • around good bad and ugly people are
  • going to to grift but from your
  • perspective and and from Project 202's
  • perspective and the writing that you've
  • done the doj is essentially out of
  • control is that putting it in absolutely
  • and the doj also controls the FBI
  • they're to be sure the rank and file are
  • well intended people but the kind of
  • that seventh floor that office the
  • executive has not been brought to heal
  • and you know we're in the midst of a
  • neo-marxist revolution here in the
  • United States and we have to wake up to
  • what's going on we see throughout our
  • all our cultural institutions whether
  • they're Academia or big business it kind
  • of a the the ethos of Marxism but you
  • know what what we have is a group now
  • that's trying to deconstruct the United
  • States um we are a nation state and we
  • are you know ordered Liberty and what
  • what these folks are trying to really do

  • 15:00
  • is push towards a one world global
  • government we are now playing defense
  • with whether it be the Dei or just
  • really attacks on on the family on on
  • the human being you mentioned the FBI
  • what what did you make of its pursuit of
  • Trump and Russia
  • these allegations about Russian
  • interference and helping Donald Trump
  • win election what did you make of all
  • that it's it's ludicrous is a great
  • diversion from it you know it was pretty
  • plainly obvious to to us you know that
  • this had been cooked up through Hillary
  • Clinton and her campaign but to to see
  • you know the former president Obama
  • engaged in this with with the director
  • of the CIA Brennan and really
  • orchestrating the whole thing through
  • our domestic um you know law enforcement
  • but the the conservative is now the
  • working class it's a you know um people
  • who are uh small businessmen people who
  • are the firefighters the nurses who make
  • this country run
  • um I myself come from a family of

  • 16:01
  • immigrants my siblings and I were the
  • first to speak English in our household
  • so it's it's kind of a a generation of
  • people who have who have lived American
  • dream and um are still fighting for it
  • where the upper purchas of society the
  • sea Suites in business are are held by
  • kind of globalist Elites and and one

  • Immigration and the border

  • issue that seems to be troubling people
  • wherever we've been in the United States
  • is undocumented migrants coming over
  • that southern border how how big of an
  • issue will that be in BR your mind well
  • it seems to be the number one issue in
  • the American public's mind in the
  • electorate you know we're trying to to
  • resurrect the last smidgens of democracy
  • here but you know he said you know
  • tongue and cheek I'll be dictator on two
  • issues one is energy we're going to ramp
  • up American Energy and un you know un
  • unbridled energy Independence but to the
  • Border going to shut the border down
  • this has to be coralled and and the re
  • the reality is the laws are there in

  • 17:00
  • place but the current Biden
  • Administration is trampling those laws
  • for what now is pretty clear is that's
  • their hope to kind of win in November
  • bringing in illegals to
  • vote president Trump said last year and
  • I quote I'm your Warrior I'm your

  • ‘I am your retribution’

  • Justice and for those who've been wrong
  • and betrayed I am your retribution what
  • does he mean by that well I think it's
  • the the notion that so many of us have
  • felt excluded from this political class
  • that it's our country when it's time to
  • come fight they look to the little
  • people to step up and they're gladly
  • have done this this is kind of bred into
  • us as as youngsters people go abroad and
  • fight these wars we've had a kind of a
  • class of capitalists essentially um take
  • advantage of almost the lower 50% of the
  • population so um he is he's always been
  • the champion of the Forgotten man and
  • woman this is one of those critical
  • moments in history where actually the
  • fate of the Free World if you will rest

  • 18:01
  • on one one man's shoulders but more than
  • that you know he's he puts his money
  • where his mouth is and and his mouth
  • where his money is he obviously said

  • Is Trump a dictator?

  • he'd only be a dictator on day one but
  • you know should America ever ever be L
  • led by a dictator even on day one it
  • will never be led by a dictator you know
  • I mean we're living under kind of a
  • tyrannical reign of Joe Biden and that's
  • what I've explained where you see the
  • kind of uh free speech police where you
  • have the US government working with the
  • big Tech oligarchs to take down and and
  • and hide people where you see a a
  • president of the United States say if
  • you want to participate in Civil Society
  • if you want to be able to go to the
  • emergency room and get care you now have
  • to put this vaccine into your
  • bloodstream and and that that is tyranny
  • how do you say a trump presidency 2.0
  • changing America for the better or the
  • worse but from your perspective I think

  • Trump 2.0

  • 19:00
  • we're building a city on the hill I
  • think this is going to be a great
  • culmination of our 250th birthday and
  • the president Trump in office really
  • being that Beacon of democracy across
  • the entire world but also showing that
  • Americans you know have an unbridled
  • belief in personal
  • freedom obviously in Project 2025 you
  • want people who Bend or break the
  • bureaucracy to the president's will
  • people would argue back and have argued
  • back that you need a a president who's
  • surrounded by you know advisers who will
  • challenge him or her or push them um how
  • do those two concepts work sure well you
  • know president Trump speaks for himself
  • and he's always surrounded himself as I
  • understand with desperate voices that
  • said when he makes a decision that's the
  • decision and you know we're talking with
  • that that respect to making sure the
  • president's will is done is really
  • working through that bureaucracy and
  • making sure they take political
  • Direction which is the essence of

  • 20:00
  • democracy you know with it provided it's
  • constitutional legal it's your job to
  • either follow directions or step aside
  • and do the honorable thing and with the
  • Deep State we talked about the
  • Department of Justice but just how
  • activist in your mind are some of the
  • lawyers who have been in the
  • doj very much so I mean when we do
  • manage to get some trickle of documents
  • out we see that the the line prosecutors
  • are are actually misaligned that they're

  • January 6

  • really going after conservatives and
  • right now we have political prisoners in
  • the United States they're about a mile
  • from this very building in the sense of
  • j6 these are political dissidents and
  • the narrative to be sure has been shaped
  • that they were quote unquote
  • insurrectionists but the true story of
  • January 6 is yet to come out so you
  • don't think that they convicted
  • criminals and and what do you think of
  • President Trump he calls them hostages
  • but he's vowing to pardon them well there

  • 21:00
  • may be a few who who took took things
  • and I think some people were malign but
  • the vast majority were peaceful and have
  • basically been trapped in trapment
  • schemes and unfortunately that is kind
  • of a modus operandi of of the federal
  • bureau over the last number of years our
  • primary uh Power here in the United
  • States is freedom of speech I don't know
  • if it's shared anywhere else in in the
  • world but once once that is scuttled
  • then the whole thing comes unraveled and
  • uh to be sure what they have a right
  • under our constitution to to protest the
  • government and they were exercising that
  • you support Donald Trump's view that if
  • he becomes president he will pardon them
  • in many cases yes definitely I think
  • they are I I think we've never seen this
  • kind of people being held indefinitely
  • without trial in solitary it's it's
  • vicious it's the sort of thing that
  • takes away from our ability to go around
  • the rest of the world and criticize

  • 22:01
  • their Judicial Systems it's happening a
  • mile from the capital J B A lot's been

  • Is Joe Biden fit for another term?

  • made of his age um his mental accuity or
  • allegations or claims about that in your
  • opinion is Joe Biden fit for another
  • term I don't believe he is this is not
  • anyone who can lead the free world and
  • has his finger on nuclear Arsenal it's a
  • very big danger he's the key danger to
  • democracy you have had a role in the
  • first Trump Administration if there's a
