This fits with what I almost certainly would have done in the analysis that I carried out. I have never been very good at doing analysis in a vacuum, but do very good analysis when there is a bit of relevant information but not all one would like and maybe not where one might normally find the information.
I know I tracked the price of cement to make concrete from before the start of construction to the time I was doing the analysis ... and the price had increased by some 300%. This was a big issue since the estimates being followed by the World Bank and other funders of the project had assumed almost no price increase.
I remember trying to track wage rates for the construction, and again found that the actual wage rates were far higher than when the original cost estimares were made.
This was not complex rocket science. It was advanced common sense that my mother taught me when we went shopping together when I was no more than 8 years old!
It is gratifying that the powers that be are taking the maintenance and rehabiliation of this project seriously. My top line overview of the project would be that the Kariba Dam has been a very valuable project for the region and well worth maintaining into the future!
