MANAGEMENT METRICS in the UNITED NATIONS
The United Nations does a lot of 'big picture' metrics at the country level ... but much less about management metrics suited to making better decisions

Development Cooperation Report (DCR)
During the 1980s, UNDP had an initiative to prepare Development Cooperation Reports (DCRs) for every country in the UN system. The DCRs were prepared each year for each country and were a compilation of all the international assistance flowing into each country showing the funding and the performance of all the funding at the project level. This was the time when PC computers were ebing deployed, and a related Development Cooperation Analysis System (DCAS) was developed in order to simplify the preparation of the DCRs.
The preparation of DCRs stopped around 1990. The reason for ending the use of DCAS and preparing DCRs is unclear, but it could well be that this was done because of pressure from donor countriesthat were uncomfortable with the transparency that was afforded by these reports.
TPB note: I worked on the preparation of many DCRs during the 1980s and 1990s. Getting the data together for the first DCR for a country was a considerable effort, but updating it year by year could be quite easy. It was a powerful management oversight tool for both the beneficiary government, the international development community and donors ... but it was too transparent for some countires, both on the beneficiary side and on the donor side. It made possible difficult questions about 'where the money was actually going' ... and was the nearest thing that the UN and the donor community in general had to enable management and oversight of fund flows. It is entirely possible that the DCR/DCAS work was ended uner pressure from important donors in the 1990 funding cycle and was replaced by the annual Human Development Report

Human Development Report (HDR)
The Human Development Report (HDR) was first prepared in 1990 by UNDP for the UN. It had many similarities to the World Bank's World Development Report (WDR), but with a greater focus on the human dimension of development that the World Bank's report that was much more focused on economic performance.
Neither the HDR or the WDR were of much use as management tools ... they were more suited to marketing and public relations, and to high level discussion of policy. The nitty gritty of why so much of development assistance was ineffective was completely ignored.
TPB note: The introduction of the HDR coincided with the discontinuation of the DCR/DCAS work. There may or may not have been a connection, but my international work over many years suggests that corruption is a far bigger factor in the global economy than most people realize.

GOALS
GOALS are much dicussed around the United Nations. They are the central focus for much conversation and the basis for a considerable part of the work that is carried out by the United Nations. In 1978 a set of goals were established at an Almaty summit in Kazakhstan related to global health. In 2000 when Kofi Annan was Secretary General, a set of Millennium Development Goals (the MDGs) were promulgated among the Member States for the period 2000 to 2015, and in 2015 the Sustainable Development Goals (the SDGs) for the period to 2030 were embraced.
A lot of activity is associated with the various UN goals, but by private sector standards, the conversion of activity into progress is modest ... at best.
As part of the UN initiative there are, in addition to the 17 SDGs, around 200 targets and indicators. These would be a more effective foundation for better management of the UN process, except that they are rarely talked about at high levels in the UN system.
