INTRODUCTION
1-3 COMPLEX CHAOTIC WORLD
The management systems used in the modern world are far too simplistic to be universally effective. Rather, the main metrics focus on management of economic profit while ignoring the important dimensions of society and the environment. It is not surprising that the world has become very profitable while at the same time socially unhappy and environmentally unsustainable.

Extreme Complexity
This graphic gives some indication of the extreme complexity of the world ... albeit rather superficial.
It is a chaos ... nobody is accountable for anything the way things are presently organized ... everything
relies in the 'market' creating equilibrium, with the media providing transparency and government providing a
workable legal framework! But it does not work ... and most of the world's population is paying a high
price for this chaotic dysfunctionality.
The many elements of society
Society and economic activity are complex … with many different organizations and structures that make up the whole. Every organization has some function that has costs and uses resources ... but not always producing anything of value. With a complex structure and multiple steps the eventual beneficiaries may not get anything like the full value of the money allocated. There are many elements of society that make it complex. This graphic is similar to the one before but showing a wide range of organizations at all levels from international to local.

But who would want the chaos to be managed.
The chaos has proved to be a goldmine for the participants in the industry ... with little or no concern for
performance and near zero accountability. The “do-gooder” mindset made accounting and accountability
activities that got in the way of doing “good work” ... never mind that in reality it also served as a cover
for gross corruption, incompetence and thievery of all sorts.
Chaos can be managed but it needs to done with commitment and the system has to be complete ... there
can be no holes in an accounting system any more than a bucket with holes is any good for carrying
water!
