- as a French writer Alons said he's less
- famous than Victoria Go. The odd thing
- about you British is that you always
- name your streets and railway stations
- after defeats.
- But I also noticed the statue of Sir
- Winston Churchill evoking our shared
- victory, our two nations ability to
- transform the antagonism of yesterday
- into a longstanding cooperation.
- At a time of major economic, climate,
- and technological upheaval,
- the destinies of France and the United
- Kingdom are now closer than ever.
- And indeed, the need for our economic
- partnerships is not just to do with
- geography. It's a choice born out of
- 1:02
- mutual trust earned over many years
- which has overcome all adversity.
- Almost
- 300,000 French people have made this
- choice by setting in the United Kingdom
- and almost 150,000 British people have
- done so in the opposite direction.
- We are each other's fourth largest
- trading partners and in terms of
- services we are your second largest
- partner
- which is higher than before Brexit
- and because of our cross investment has
- created a permanent link between us.
- French companies are the second largest
- foreign employers in the United Kingdom.
- Whether they be our major manufacturers,
- our startups, our infrastructure
- operators, our luxury brands, our agri
- food or financial giants
- 2:00
- and please allow me to thank the entire
- team France in the United Kingdom which
- has been nurturing this relationship on
- a daily basis. the Embassy, the Fred
- Chamber of Great Britain, Business
- France, and the Foreign Trade Advisors.
- Thanks to all of you.
- [Applause]
- Now, I have a very smart and
- sophisticated speech being written, but
- I want to to try to address your remarks
- more directly and uh and trying to quote
- Amuel Nelson. And as you can see, we
- don't hold grudges. And I am the opinion
- that the boldest measures are the
- safest. And this is true.
- Look at the world.
- Look at our situation.
- I'm not totally convinced that both the
- European Union and let's say France and
- 3:01
- the UK are in the best possible position
- today.
- We're looking good or we fight to do so.
- We are very proud of our history and we
- have uh
- our principles and values and we are
- right.
- But after the financial crisis,
- after COVID times, after
- this war on the European soil and the
- aggression of Russia,
- inflation and now after all the
- turbulences
- on global economy
- from one side because of the over
- capacities and over subsidies from China
- on the other side because of this trade
- war launched by the United States,
- What is the best solution for all of us?
- I'm very respectful for the voice of
- people and the choice your country made
- 4:02
- few years ago, nine years ago. And I'm
- lucid about
- the solenity of the state visit being
- the first one of a European head of
- state post Brexit.
- But I I have to say
- the European Union was stronger with you
- and you were stronger with the European
- Union
- and look at this world.
- The first question is what do we want to
- do? Do we want just to be informed about
- our future and to write our future? I do
- prefer the second option.
- But look at the situation where we are
- 5:02
- looking and following the news to
- understand if we will be granted at 10
- 20 30% what the decision will be taken
- in another capital. This is not what the
- Europe is. This is not the story, the
- DNA of the United Kingdom. Neither it is
- DNA of France. We want to write our
- future. What we have to do
- is just to take the risk to dare and not
- to be the follower of a story being
- written by another continent.
- This point is a critical point.
- And during decades we thought that this
- great brother probably more for you than
- for us. We have mixed experience with
- 6:00
- the US but there were
- and it's a strange experience if you
- speak about France and UK because in
- fact we did our best
- to allow them to be independent and
- Lafayette is a is a big star.
- We worked very well together during the
- two world wars
- and uh and we were more reluctant to be
- totally aligned during the past decades.
- It was a sort of goalist approach.
- But let's be clear both of us today we
- are in the situation
- to choice our future and to be
- instructed about our future. And the
- only way to choose our future is to do
- it together.
- to take the right decisions but to
- progressively derisk our models
- from both China and the US even if I
- don't compare them they are very
- different
- but not to try to play our own games but
- 7:02
- to be lucid about the situation we will
- never change geography
- we are neighbors and we will don't we
- will never change our history we were
- the best rivals we are the best friends
- we know each
- But we have to work together and not
- just working.
- We have to take our responsibilities
- together. We have clearly to decide to
- choose our future to write our future
- together.
- This is my conviction. And if we speak
- about life science, AI, quantum, defense
- and security, industry, luxury,
- agriculture, our interests are much more
- aligned than we thought. It was
- our past games to try to maximize our
- options by playing with the other sides
- because sometimes we thought it I mean
- it was the best way to to win against
- 8:00
- United Kingdom or for you to win against
- France. This time is over.
- Now we have to work decide and design
- the future together
- and we have to find together this taste
- for risk
- future.
- We were discussing a little bit earlier
- my lord may about the risk adversity in
- our countries and this is true. Our
- Europe was supposed to be an old
- continent.
- Be careful not to become an old
- continent.
- If we don't take any risk, if we just
- try
- to buy the book, meaning
- this is this elegance,
- this is
- very clearly this common decency.
- I quoted yesterday toville with this
- 9:03
- habits of the art but he has this
- elegance this capacity
- just to remind ourselves that we are in
- a situation
- to have with us centuries and centuries
- of traditions and civilizations
- and I think it's a chance and it's very
- important
- And taking risks doesn't mean that we
- should forget all these things. But
- being respectful,
- believing in civilization, arts,
- culture,
- respecting your partner as
- sometimes your adversaries.
- Being predictable
- is a great advantage in this world.
- And both of us,
- we are made like that.
