I have not 'worked' in Dubai, though I have worked in several other parts of the Middle East in various capacities.

My first major interaction with the Middle East was early in the 1980s when I was called upon to advise KISR on fisheries policy fo the Arab Gulf ... KISR is the Kuwait Institute for Scientific Research. At the time Kuwait was the most advanced country in the Middle East ... not yet overtaken by Saudi Arabia and the various ultra-wealthy Emirates!

Over the next several years in the 1980s and 1990s I did work in almost every country in the Middle East ... but not Dubai!

From my analytical perspective the core economic model for economic development in most of the Middle East is about as 'sub-optimal' as it could possibly be ... and this video piece supports this point of view!
