Rail transport has been a critical driver of productivity since the early days of the industrial revolution. It was an important part of the British global trade system during the 19th century and well over 100 years later rail is a critical part of the infrastructure in support of productivity.
The French have become the most impressive engineers in the field of fast passenger rail with their TGV initiatives ... Trains a Grande Viutesse. This example may not be the fastest, but it is interesting nevertheless.
The Japanese were, I believe, the first to introduce the 'bullet rrains' which have now become pretty much the norm around the (rich) world.
In the years since around 1995, the Chinese have been building out a fast intercity passenger rail network which is now (2023) by far the biggest fast passenger network. This was an important driver of China's economic performance for more than a decade, but the network has probably expanded too much into areas where positive economic benefit is difficult if not impossible.
The British rail network is constrained more than most systems by the limited 'loading gauge' ... that is the size of the rolling stock ... because most of the bridges, tunnels, etc. were built a long time ago and are much smaller than would be built today. Nevertheless, the British rail network has been modernized significanlty over the past several decades, and this loading gauge constraint minimized.
