WHAT TO DO ABOUT HIS MALIGN ACTS MSNBC Joe Scarborough: Putin Has Used Nuclear Blackmail Against Us, And It's Time We Start Pushing Back Burgess COMMENTARY I added this comment after I watched the video ... 'I rarely post a comment, but it was so refreshing to hear Joe Scarborough say stuff that really needs to be said. Far too many of the folk who have a public voice in the media are completely unwilling to say things that are patently true but not politically correct nor the public posture of the media organization. Thank you Joe !!!!!!!' The manner in which Putin and his cronies ... that is enablers ... have extracted wealth from the general society of Russia since the demise of the Soviet Union is obscene. We ... in the free capitalist world ... must get to understand that in many ways it was free and capitalist that enabled the obscene state of affairs in Russia to come about. In the mid-1990s I was recruited to join KPMG's consulting unit in Washington DC (the KPMG Policy Economics Group which later changed its name to the Barents Group) and got to work with them on a project in Kazakhstan. The assignment had to do with advising on government financial management reform that would better enable the move from a Soviet style economy to one that was more like the free enterprise capitalilst West, Frankly, I was appalled at the lack of talent among the international consulting community that was deployed in Almaty at that time ... both in the KPMG team and among all the other consulting teams that seemed to be everywhere. By that time I had been working internationally for more than 20 years, and had experience both in corporate management and in government consultancy in various parts of the world. Many consultants that I have worked with have been highly motivated and extremely well trained and competent. In Kazakhstan, the international consultants were not second rate, but struggling to be third rate. I had one accidental advantage. When I was training in accountancy and doing articles with Cooper Brothers & Co in London (now part of PriceWaterhouseCoopers) I helped compile a survey of the state of accounting in all the countries around the world including what was then the Soviet Union. The work addressed some of the legal framework for corporate accounting as well as some of the characteristics of accounting in the government sector. One of these characteristics for government accounting in the Soviet Union was that the data collection and recording of the data was absolutely rigorous, but the reporting of these data in a meaningful manner completely absent. This was my starting point for the work we were tasked with doing for the Government in Kazakhstan and it helped me to understand better than most what the government accounts were telling us. Better yet ... it turned out that the government accounting office in Almaty was using some pirated database software ... FoxPro ... that I had also been using in some of my other word. I fairly short order, I was able to modify the FoxPro reporting code in such a way that I was able to read everything in English while the government staff could do what they had to do in Russian. OUCH ... someone somewhere did not like this !!!!! During the time I was on leave over the Christmas holiday and back in the USA, KPMG advised me that they were not going to have me go back to Kazakhstan because there was some complaint about the work I was doing. I never was able to learn more than this. Fast forward about 25 years and it is pretty clear why someone had taken a dislike to my work. With people like me around, the opportunities that the post Soviet elite have created for themselves would have been much more difficult. Peter Burgess | |||||||||
