NS COMMENT TO TPB TO TPB That's the local funds that you can raise yourself in your own communities to match with the HUD funds. If you need to, those funds can run through artAngels.org if you have no other nonprofit fiscal receiver to do it. NS TO LYNN Most developers are not trustworthy and Peter will have to vet her as his fav option or what is required for another fiscal receiver and the politics there or he can help w the paperwork.... I told him we need to add in the enhanced human decision making (George, Frank and Beddows) in order to surround Peloquin's vision of providing fish farms and watershed services to VAGSTREAM sites in Envision approved forms to provide jobs, health and education. Peloquin told me to keep it simple and just present his program, but his program can't stand alone without the enhanced human decision making team/s backing him. Hi Lynn, Thank you for sharing this important information about one aspect of USC’s community partnership engaged on community capacity building. I wanted to update a little about the work the USC Initiative to Eliminate Homelessness that is also supported by Councilman Price in the same community. We are partnering with a new community network, known as CRSSLA- the Community Response System for South Los Angeles, a collaborative of over 30 non-profit and church organizations, formed to advocate for community needs, partner to co-design community health education and access, and prepare for long term recovery. CRSSLA is acknowledged and supported by the USC Civic Engagement Office and includes food distribution. I’m overseeing a team of 14 USC students, engaged in professional internships, who are helping to build infrastructure for the network communication system, including website development and outreach to volunteers, business, non-profit, and churches. As part of this network, we will be collaborating with Keck School of Medicine to do a food access study and are hoping to also develop a health disparity study based on structural/systemic factors that impact access to COVID 19 testing and healthcare. I’m personally honored to be part of USC’s community partnerships and contributions, which clearly demonstrate value and impact where it’s needed most. Thank you for including me in the sharing of this material ... much appreciated.

I have not been deeply involved with social issues in the United States, but I have experienced the 'bottom of the pyramid' in a lot of the work I have done in other parts of the world over many years. More than anything else I learned something of the humanity of each and every human being, no matter what their station in life and the situation they find themselves in. While I had some formal training in academic economics ... I learned a lot more about real economics seeing the behavior of people who were stressed to the limit as refugees from civil war or stressed because of drought and starvation. Probably more than anything else, this is the reason that my TrueValueMetrics.org (TVM) initiative has people as a critical element in the analytical framework.

I have done a little bit of work to apply TVM to the problem of homelessness. The main theme of the TVM analysis is to embrace the idea that the main perspective of work with homelessness should be the individual subject, and the improvement in quality of life that is realized by each and every subject. My impression has been that as a matter of public policy, where the goal is to have less homelessness, progress gets to be claimed when the homeless are merely less visible and out of sight. Whether or not this actually results in the individual people getting into a situation where they are experiencing is a better quality of life is not so clear.

It will therefore come as not surprise that I am delighted to see the information about the CRSSLA initiative described by Brenda Wiewel. (CRSSLA - the Community Response System for South Los Angeles). I have a thousand questions about what is going to be done ... including some big questions about issues like measuring progress and performance, and managing human and financial resources to get optimum results. My questions about issues like thus usually get me shown the door ... which I understand ... but it is also one of the reasons why very important jobs like this have difficulty mobilizing the financial resources they so desperately need. There may be high financial costs in doing work with the homeless but the social profit arising can be spectacular. Again thanks for the information ...
