Published on Sep 19, 2016 Amel Karboul Subscribe Add to Share More 68 views 3 0 Transcript English (Automatic Captions) 0:01thank you Tony for talking to walk in iceland's way it is now my pleasure to 0:09introduce amal carbal former minister of tourism from Tunisia my question is the 0:17following the Commission discusses that we must c financing for education in a 0:23broader perspective can you explain what the so-called systems or performance 0:29implies the system performance that is also described in the commission's 0:34report in one sentence successful education systems put results front and 0:42center today in too many parts of the word more money is not leading to better 0:48outcomes the Commission set out to understand why this is and why similar 0:53investments and reforms at producing different outcomes in different places 0:57in Vietnam ninety-six percent of students met minimum standards in the 1:04secondary school level international learning assessment while other 1:07countries that spend similar budgets achieve must lower much lower results so 1:13since for various reasons we won't be able to send all children to Vietnam we 1:18better get ahead with systems reforms reform efforts that failed to yield 1:25success often focused on the wrong results for example focusing on the 1:30enrollment at the expense of learning or taking a piecemeal approach reform 1:34rather than a systemic one a failure to understand and to manage the culture and 1:39behavior drivers change and the lack of coherence strong results driven systems 1:46on the other hand are those which ensured coherence across goals policies 1:51and spending kind of a clear route from policy to implementation and effective 1:57governance and accountability the Commission recommends three steps toward 2:02creating these results driven systems first national decision makers need to 2:07set national standards assess learning monitor progress and make this 2:11information public and Kristin we'll talk more about this 2:15secondly we recommend the decision-makers invest in what is proven 2:18to deliver the best results what works best in improving learning is better 2:23understood than ever but too little of this knowledge makes it into policy and 2:27education policy and finally improving performance requires cutting waste and 2:33cracking down on the inefficiency and corruption that inhibit students from 2:37learning we know today however that in states where systems and governance 2:43maybe week 2:44additional support for capacity building is needed as a minister i have 2:48experienced firsthand that even the best thought out reforms can fail if you have 2:53underperforming systems capacity building support must be provided by 2:58international partners to strengthen fragile state institutions 3:03while many education system still today I focus on the management and regulation 3:08of input finances buildings teachers and textbooks their approach must shift to 3:14emphasizing the management of outcomes asking and answering the question our 3:22children and young people learning and preparing for adult life strong leaders 3:29are very clear about the outcomes they want to achieve and they design all 3:34aspects of the system to achieve these outcomes 3:37thank you 3:43thank you so much for that very thoughtful intervention Published on Sep 19, 2016 Dans le cadre de ma mission comme commissaire de la commission de l'éducation, j'ai eu l'immense privilège de donner un mot sur le rapport de la commission sur l'éducation des jeunes et les 3 étapes pour réaliser les objectifs de la commission.
