A brief overview of the metrics needed to manage anything ... and how this applies to malaria

TVM has data at the center of everything along the following lines

These are the key elements of the TVM system ... everything center around data:

• The state at the beginning of the period;
• The state at the end of the period;
• Progress is determined by the change in state from the beginning to the end of the period; and
• Performance is a function of the resources used to achieve the progress.
