COMMENTARY
Bottom line ... there is a lot of study and dialog ... but the action is either missing of very weak. There is a lot of 'window dressing' to make it appear that something is being done, but in reality what is being done will not work and can not work. The people responsible either know this or they are incompetent ... a situation that is intolerable from the perspective of the general public but very much what the rich and powerful elite wants.
