Most managers in business understand cost and price because this results in understanding profit ... but few managers in the relief and development sector have anything like the same understanding of cost and value.

Modern production is low cost and financially efficient
By the time products reach the consumer or user all sorts of other costs hace been incurred and the price to the final customer is very high relative to the basic production cost.
Taxes at each stage of the value chain aggravate the cost ladder, and generate relatively little tax revenue for locations where production is located.

Retail is financially inefficient
It should not be a surprise that companies like WalMart and Amazon have been successful in disrupting the retail industry ... as companies like Selfridges, Macy's, Tesco and others have done in the past. The financial opportunity is clear. What is less clear is the role that retail plays in society as a whole and the cohesion of a commmunity.

Articulated by TPB in the 1990s because of the need for multi-sector projects in ODA
|
TPB note: During the 1980s and the 1990s as an independent consultant I carried out hundreds of evaluations of World Bank and UN projects. Eventually it became clear that my approach to evaluation was very different from the methodology of most of the other 'experts' in 'monitoring and evaluation'. Most of the experts were looking at the activities of the project, and comparing the activities accomplished with the activities planned. If the activities were done in accordance with the project plan, then this was considered a success. In contrast, my approach was to look at the impact of the project activities and assess whether or not the project activities had delivered progress for the beneficiary community. Frequently, there was no positive impact. Frequently the reason for the lack of progress was nothing to do with project failure, but because other issues external to the project were making it impossible for the project to be successful. This was the origin of my thinking about community centric (multi-sector) sustainable development.
