A community is complex. When all the elements are working, a community is a good place to live. The elements work together as a complete system. In a dysfunctional community fixing one issue without fixing them all can be a waste of effort.
In a community there are opportunities, possibilities and constraints.
There are also good things ... assets, and bad things ... liabilities.

There is complexity at the national level as well as at the community is level.
Making the elements work well at the national level is good, but they have also got to work well at the community level. In fact, if they won't work well at the community level it is mainly wasted effort.

GETTING ACCESS TO COMMUNITY DATA

Because of complexity at the community level, and the value of addressing all the relevant issues in a specific community in ways that are optimum for the community, the data structure envisioned (in around 2003) for a meaningful development database had this architecture.
While the technology has improved substantially in the years since then, the architecture for management information should be similar.
Big data should not be used to refine a better and better average ... but should be used to identify and implement the best possible initiatives for the specif place and the specific people.
