The Siloviki seems to be a subset of the more widely described Russian oligarchs ... or perhaps better a 'superset'.

My personal impression of the modern Russian Federation is that it has a leadership cult that is the beneficiary of huge wealth courtesy of truly grand corruption. It is a system that is difficult to change until it is not ... and when it changes it is impossible to control.
