If it was not so serious ... this exchange between the Texas representative Troy Nehls and the Secretary of Transportation would be funny, but Troy Nehls has a role in making policy in Washington, DC. Some of the people who have been elected to the House of Representatives are impressive ... but there are enough representative who have been elected ... mostly on the Republican side ... who rarely make any sense and promulgate all sorts of unsubstantiated arguments. This is likely a result more than anything else of chronic jerrymandering of the congressional district boundaries which has likely been going on since the USA was first formed and should be revisited ASAP.
