This report is very clear about the failure of official relief and development
assistance (ORDA) to achieve even modest development goals. The report clearly
differentiates between 'real aid' and 'phantom aid'. This is one of the hardest
hitting reports by a major NGO about development performance.

Scorecard on Development: 25 Years of Diminished Progress
Center for Economic and Policy Research
This report is a good summary of failed development and performance in the
last 25 years compared to the 25 years before. The report is a clarification
of data but draws no conclusions about about why the failing trends. There is
nothing about how development has failed and how this can be changed.
