Feedback from USAID about response to crisis in Niger
This report explains the difficulties in addressing the crisis in Niger. It is factual but does nothing beyond describing the many ways in which the official relief and development assistance (ORDA) system has failed at both the local and the international levels

USAID FY 2004 Performance and Accountability Report
This report sets out in attractive graphics the performance of USAID against selected indicators, and provides some examples of funds disbursed and the associated 'big picture' results. The report is an accountability of USAID to the US Congress at the top level of aggregation. It does not add any level of detail that can be easily verified on the ground.

Real Aid - An agenda for making aid work
ActionAid
This report is very clear about the failure of official relief and development assistance (ORDA) to achieve even modest development goals. The report clearly differentiates between 'real aid' and 'phantom aid'. This is one of the hardest hitting reports by a major NGO about development performance.

Scorecard on Development: 25 Years of Diminished Progress
Center for Economic and Policy Research
This report is a good summary of failed development and performance in the last 25 years compared to the 25 years before. The report is a clarification of data but draws no conclusions about about why the failing trends. There is nothing about how development has failed and how this can be changed.

Bottlenecks and Dripfeeds
Save the Children (UK)
This executive summary is about channelling resources to communities that are treating orphans and vulnerable children in Southern Africa. It includes reference to the need to have a small amount of resource that will be available each period for a long time; something rarely available now. It does not suggest how this can be done
