A gift of wheelchairs

These wheelchairs are a considerable gift from a voluntary organization. The value of the gift is clear to see. The beneficiaries are obviously happy to have this help. A secondary question, and fundamental, but usually ignored is why these people need these wheelchairs, and need the help from people on the other side of the world. This is about a failed system of governance and essential services of society.
