Creating a Level Playing Field for Smaller Financial Institutions

The pandemic has accelerated existing trends within payments towards electronic and digital methods. Initiatives like ISO 20022 and SWIFT GPI will further standardise both domestic and international payments. Real-time payments have been realised in Europe through a regulatory led approaching culminating in the Second Payments Directive (PSD2).

In North America, a market-led approach is bringing many different payment systems into the mix. TCH and Zelle hope to bring real-time payments into the US market, while the Federal Reserve has also recently launched its own payments service, Fed Now. The Middle East and Asia also see a market-led approach to developing real-time payment infrastructure. Start-ups like Grab in South East Asia look to capitalise on the region's lack of history with traditional banking.

Non-traditional financial institutions will have the benefit of adopting new standards and technology without being weighted down by an old legacy system. However, adhering to new global standardisation is not without its challenges.

Tim Mills Tim Mills Senior Vice President and Emerging Payments Manager Regions Bank

Timothy Mills is a Senior Vice President and Emerging Payments Manager at Regions Bank. In his role, Tim is responsible for developing, coordinating and the bank’s faster payments strategy. During his 20+ year career, Tim has gained extensive experience working with financial institutions of all sizes and non-financial institutions on payments strategy, compliance and emerging payments.

In addition to his work domestically, Tim has consulted with several Central Banks on payments modernization, including the Central Banks of Bangladesh and Trinidad and Tobago Bangladesh.

Tim started his career managing training and education for payment associations in the Midwest. Most recently, he served as a Vice President with The Clearing House where he held positions in business development, association services and product management.

Tim has served as a member of the National Automated Clearing House Association’s (Nacha) Payments Institute Board of Regents, Risk Management Advisory Group (RMAG) and Payments Conference Planning Committee. He currently serves on the Board of Directors for Nacha, The Clearing House Payments Association and Southern Financial Exchange. Tim has been a frequent speaker at conferences and payments related functions and is widely recognized for his payment expertise.

Tim resides just outside Columbus, Ohio with his wife, Robin, and daughter, Kaley. In his spare time, he enjoys flying, fitness and spending time with his family. He is also an avid history buff who prizes his collection of Civil War era Lincoln memorabilia.

Mr. Mills is an alumnus of Kutztown University and The Ohio State University.

Country Representative, UK and Ireland ABE Clearing S.A.S. à capital variable (EBA Clearing)

Doina Nicolici is Country Representative for the UK and Ireland at EBA Clearing where she is responsible for managing the relationship with the shareholder banks and users in this region. Prior to EBA Clearing, Doina held various policy and stakeholder engagement roles across the payments industry in the UK. Most recently, she was responsible for stakeholder engagement across the Standards Authority for the New Payments Architecture (NPA), helping to deliver a consultation and 18-month plan for a next generation standard for UK retail payments. Doina ran the UK National Member and User Group for SWIFT (SWIFT UK Ltd) for a number of years and held other positions involving regulatory and policy guidance. Doina started her career as European Consultant focusing on SEPA implementation in the UK. She has a master’s degree in international relations from the George Washington University and lives just outside London with her husband and three-legged cat.

Leo Lipis is the founder of Lipis Advisors and has 25 years of experience in payment systems management, consulting, and research on all six continents. Prior to founding Lipis Advisors in 2007, he held positions in payments strategy and analysis at with commercial banks, clearing houses, and central banks. Leo works chiefly in transaction banking, payment system strategy and design, and treasury management. He has led numerous studies of payment system functionality, covering all types of payments in over 70 countries. Under his leadership, Lipis Advisors has completed engagements for more than 200 clients on topics ranging from payment product and marketing strategy, payment system analysis and design, operational improvement, risk management, regulatory compliance and many other topics.

Prior to Bottomline, she was Sr. Director - Business Analysis and Product Consulting for S1 Corporation, where she had global responsibility for product strategy, solutions consulting and payments product management for the Financial Institutions business. Jessica has over 25 years of cash management experience with banks and software providers. Jessica has a strong payments and Banking background having served in key product management and sales support roles at Clear2Pay and US Bank. Jessica is an Accredited ACH Professional and a Certified Treasury Professional. Jessica earned a BA in Economics from the University of New Hampshire at Keene State College and a MBA from the New Hampshire College Graduate School of Business.
