The New Jersey SREC Registration Program (SRP) Guidebook is 45 pages long, and just a part of the 'regulation' that gets in the way of progress in the United States, and many other parts of the world.

There is the need for quality and a high standard of work, but there are better ways of getting it than using 'regulation' as the tool. This is the preferred solution where those in positions of authority have good education from school and university, but little or no practical experience running practical operations. Quality has to be a technical construct and not a legal construct.

This 'Guidebook' should not be needed in a world where the practical work is done by organations that have technical and ethical foundation.
