There is dangerous assymetry in government and governance. Bad governance will always result in bad performance, but good governance on its own does not assure good performance. Many other elements are needed in order to have an effective enabling environment.

Airports
A modern economy needs and airport infrastructure. This should include both international airports and local airfields.
Air transport is expensive relative to travel by land, but there are times when speed is a priority, and the airport infrastructure is needed to handle this.
