New DQR toolkit for health ministries and program planners

Health planners need to know what investments they should make to strengthen data quality and reporting systems. Stakeholders need to know what level of trust they can place in the data provided. A ministry of health and its implementing partners need to know the strengths and limitations of the data. All of this is because poor data quality can undermine claims of progress toward health objectives and may provide misleading results that hinder planning. Data quality review (DQR), therefore, is a crucial step in advance of health planning for program review and determining action needed to improve quality.
A new DQR toolkit is the result of collaboration between the World Health Organization (WHO); the Global Fund to Fight AIDS, Tuberculosis and Malaria (the Global Fund); Gavi, the Vaccine Alliance (Gavi); and MEASURE Evaluation, funded by the United States Agency for International Development (USAID). It was published by WHO. This toolkit is a holistic mechanism to assess and improve data quality for health management information systems and across health and disease programs.
The toolkit contains three modules: (1) Framework and metrics, (2) Desk review of data quality, and (3) Data verification and system assessment. It is designed to assess the quality of data generated by information system(s) based in health facilities. The objectives of the DQR are to:
* institutionalize a system for assessing quality of data, including routine monitoring of data, independent annual data quality reviews, and periodic in-depth assessments of priority health programs
* identify weaknesses in the data management system and interventions for system strengthening
* monitor data quality over time and the capacity to produce good-quality data
