THE UNHOLY ALLIANCE ... FIVE WESTERN DONORS SHAPE A PRO-CORPORATE AGENDA FOR AFRICAN AGRICULTURE
Five Western donors including the Bill and Melinda Gates Foundation, the US, UK, Danish, and Dutch governments, are bankrolling the Enabling the Business of Agriculture (EBA) project, implemented by the World Bank. The EBA’s goal is to help create “policies that facilitate doing business in agriculture and increase the investment attractiveness and competitiveness of countries.”1 To achieve this, the EBA benchmarks areas including seeds, fertilizers, markets, transport, machinery, and finance, to determine whether or not countries’ laws facilitate doing business in agriculture. The EBA exemplifies a growing trend in international donors’ aid programs, which have become powerful instruments to impose a market-based, pro-private sector vision of agriculture.
TPB Note: Production efficiency is a good thing ... but allocating ALL of the benefits of efficiency to owners (funders) and rather little to local workers and indigenous people is a crime against humanity.

TPB observation: The problems of the Low Income Countries are huge ... the proposed solutions are tiny ... and essentially wrong anyway. The problem is viewed from the 'North' through the lense of financial economics. What needs to be done is to revisit the problems from the perspective of the potential of human capital and natural capital, and what needs to be done to remove the constraints that have been making it impossible to release all the potential that is possible.

Unfolding Truth Dismantling The World Bank’s Myths on Agriculture and Development
In reality, since the 1980s, the Bank has pushed an exportbased, neoliberal vision of agriculture that exposes farmers to the rules of volatile, competitive global markets and denies them adequate support from their governments. The Bank considers that states’ interventions on agricultural markets are an impediment to growth and discards examples such as Indonesia, where active price support for farmers’ production and trade interventionism prevented increases in food prices in 2008
